Pay no ‘Neutrality Allowance’; resolve fundamental problems – Kofi Bentil

Vice President of Imani Africa, Kofi Bentil has said the government should not kowtow to the demand for the payment of Neutrality Allowance to the Civil and Local Government Staff Association of Ghana (CLOGSAG).

The CLOGSAG has since embarked on a nationwide strike on Thursday, April 21 2022, over the government’s inability to pay members’ Neutrality Allowance.

Kofi Bentil reacting to the issue stated that policymakers should rather focus on resolving the fundamental problems in the entire pay policy of public sector workers.

 Speaking with the media, Mr Bentil said the single spine pay policy has failed, and” it is time, a more workable policy that will end salary disparities is adopted”. 

However, the Executive Secretary of the Association, Isaac Bampoe Addo, has revealed that negotiations and documentation of the allowance have been concluded as the Finance Ministry is expected to present a payment plan for the Neutrality Allowance for CLOGSAG today, April 27, 2022, as directed by the National Labour Commission (NLC)

But for the Executive Secretary of the National Labour Commission, Ofosu Asamoah, it is not for the NLC to determine whether CLOS=GSAG is entitled to the Neutrality Allowance and added that the Commission only enforces laws on labour issues, but not negotiating salaries or conditions of service for workers.

CLOGSAG is a registered Trade Union and the mouthpiece of workers in the Civil and Local Government Services as well as other establishments.

It was founded in Sekondi in 1918 with two main objectives.                                    

To provide better representation for government workers, and to serve as a recognized channel of communication with the Government upon matters affecting the Service.
