
Parliament has passed the Special Levy Amendment Bill 2025, which extends the implementation of the levies until 2028.
The decision was made through a majority vote, despite significant opposition from the minority in Parliament.
Minister of Finance Dr. Cassiel Ato Forson stated that the levy has been in effect since 2013 and highlighted its crucial role in revenue mobilization for the government.
“Subsequently, the special import levy was again extended from 2020 to the end of 2025. This is a particular tax that has seen consistent extension from 2013 to 2016, from 2017 to 2020, and from 2020 to 2024. All that I seek to do is to be in line with the tradition for extension; we want the tradition to continue. I move that the tradition of extending this task as has been always done should accordingly continue”.
Ranking Member on the Finance Committee, Dr. Amin Adam, said the importers and manufacturers are already burdened with excessive taxes, so they expected the government to abolish the special import levy.
