Kpebu urges the OSP to reveal total money confiscated from Cecilia Dapaah

Prominent legal practitioner Martin Kpebu has urged the Office of the Special Prosecutor (OSP) to fully disclose the precise amount of money confiscated from former Minister for Sanitation and Water Resources, Cecilia Dapaah.

Kpebu, an advocate for anti-corruption efforts, emphasized that sharing this information with the public would significantly contribute to the fight against corruption, given the conflicting reports regarding the total funds discovered in the former minister’s accounts.

The OSP had frozen both Cedi and Dollar bank accounts belonging to Cecilia Dapaah on August 9. However, on August 31, the High Court in Accra overturned this decision, instructing that the seized funds be returned to her within seven days and also directing the OSP to unfreeze her accounts.

Nevertheless, the OSP, just days after the High Court’s order to return the confiscated money, invoked its powers to reclaim custody of the funds.

In an interview, Mr. Kpebu stressed that such disclosure would encourage the public to actively participate in the fight against corruption.

He remarked, “When Kissi Agyebeng did not give us the full amount involved, it emboldened Madam Dapaah and her lawyers who then went and attacked a media house about a $5 million figure given out there and so Mr. Agyebeng should disclose the total amount involved, and it is the least he can do and that will help push the fight against corruption.”

“He [Kissi Agyebeng] has to put the figures out to ginger the fight and create excitement about the fight against corruption.”

Kpebu also criticized Cecilia Dapaah for her failure to provide a clear explanation regarding the source of her wealth, emphasizing the legal implications of unexplained wealth under the OSP Act and Article 286(4) of the constitution.

He noted that if money cannot be reasonably attributed to inheritance, income, gift, or loan, it is considered unexplained wealth and is illegal, requiring proper investigation and resolution.
