Disassociate CSPSS Secretariat From Ministry Of Education – Africa Education Watch

A Research Fellow at the Africa Education Watch, Divine Kpe, says the Computerised Schools Selection and Placement System (CSPSS) Secretariat should be disassociated from the Ministry of Education.

According to him, the Secretariat should be under Ghana Education Service.

This he said, will help to investigate and easily track down any staff who engages in corrupt practices.

“There should be a policy that once the placement is done, the place is made public so that stakeholders interested in the process can have lest. We need to look at the system itself and reform the system.

The reform starts by decoupling that particular Secretariat from the Ministry of Education. It should not be a secretariat under the Ministry of Education, it should be brought to Ghana Education Service (GES)” He said.

Mr. Kpe in an interview called for checks and balances at all levels of education to help identify and punish public servants who take advantage of school placements to enrich themselves. 

He posits that if the CSSPS Secretariat is under the Ghana Education Service (GES), the Ministry would be enable to tackle the challenges it faces.

“If you have the Secretariat under the GES, and we have instances of such stories then the Ministry itself can come in and set up an investigative to unravel whatever challenges could happen there.

But right now the challenge is sitting right in the Ministry of Education.
It becomes very difficult for the Ministry to investigate itself. Then also we have to put measures in place that will ensure checks and balances,” Mr Kpe added.
