Mahama administration questions legal basis for CLOGSAG’s planned strike

The John Dramani Mahama administration, through its spokesperson Mr. Felix Ofosu Kwakye, has raised questions about the legal foundation of the Civil and Local Government Staff Association of Ghana (CLOGSAG)’s planned nationwide strike, scheduled for Thursday, February 20, 2025.

CLOGSAG executives have threatened to strike over the appointment of Mr. Samuel Adom Botchway as Registrar of the Births and Deaths Registry.

Some CLOGSAG leaders have strongly opposed Mr. Botchway’s appointment, arguing that his status as a politically exposed person undermines the neutrality of the civil service.

In a press briefing in Accra on Wednesday, February 19, 2025, Mr. Ofosu Kwakye stated that CLOGSAG had failed to provide any legal justification for its actions, casting doubt on the legitimacy of the strike.

While acknowledging CLOGSAG’s concerns, Mr. Ofosu Kwakye defended the government’s decision, affirming that Mr. Botchway’s appointment is both valid and lawful.

The government spokesperson said, “The president has acted per Ghanaian law, and until the law is revoked or a judicial determination made to a pending case, the President’s decision remains valid.”

Mr. Kwakye Ofosu has called on CLOGSAG to reconsider its planned strike and instead seek further dialogue with the government to resolve the matter.

Despite the ongoing dispute, the government has reiterated its commitment to engaging with CLOGSAG in order to address their concerns through negotiations rather than industrial action.
