Speaker of Parliament Alban Bagbin has reaffirmed his commitment to strengthening the authority and integrity of Ghana’s Parliament, especially in light of the recent controversy surrounding the declaration of four parliamentary seats as vacant.
In a media statement on Wednesday, November 6, 2024, Mr. Bagbin emphasized that his primary goal as Speaker is to leave Parliament in a more resilient and effective state than he found it.
He remarked, “I deeply value the role Parliament plays in our democracy, and my mission is to ensure that Parliament becomes a stronger institution than before.”
He further underscored the importance of protecting the independence of Parliament, especially following recent developments that have underscored the need for clear distinctions between the legislative branch and the other branches of government. He reiterated that the effectiveness of Parliament is vital to the proper functioning of Ghana’s democracy and expressed his unwavering dedication to preserving these principles throughout his tenure.
Addressing the recent adjournment of Parliament, Mr. Bagbin clarified that while the plenary session was suspended indefinitely due to a lack of quorum caused by a walkout by NPP members, Parliament itself has not been dissolved or terminated.
He explained, “The adjournment was a lawful decision made by the Speaker of Parliament due to the absence of sufficient members to conduct business. This disruption stemmed from a disagreement that required resolution through broader engagement and dialogue, well beyond the members of Parliament.”
He also cautioned against panic and misinformation, stating, “Parliament is functioning. It has not been dissolved, prohibited, suspended, or terminated. Let us refrain from fearmongering and allow the system to work as it is meant to.”
