Independent Power Producers To Be Rolled Into Government’s External Debt Exchange Program

The government is to consider enrolling Independent Power Producers (IPPs) as part of the external debt exchange program.

Finance Minister, Ken. Ofori Atta in a letter stated that government will restructure arrears owed to the IPPs to meet the government targets.

According to him, in respect of the arrears, government will engage the IPPs under the ongoing restructuring exercise in a manner consistent with the government’s debt target of 55 percent NPV of debt to GDP and external debt service ratio of 18 percent to revenue by 2028.

It said the Ministry will continue to make payments to the IPPs to improve liquidity in the sector and help cover ongoing operational expenses.
